Instructions for submitting a measurement:

Width: measured at the rim’s widest point INCLUDING the rim.

Length: measured from front to back INCLUDING the rim

Circumference: Measured around the OUTSIDE EDGE of the rim.  If you don’t have a flexible tape, you can use a piece of string and then lay the string flat and measure that.
